Cook the Issue 2010: Tilapia with Scallions and Black Bean Sauce

Easy fish recipe with a big flavor payoff.  I dislike tilapia so substituted local swordfish, which was delicious.  Also, brown rice instead of white, because brown rice has more flavor.  The sauce is very nice.
