Soup Week: Soupe al Pistou with Steamed Cod

I made up this soup for my parents.  My general weekend group loves a dish I call "cod pomodoro," basically cod in a puttanesca sauce over pasta.  Well, my Dad decided he "doesn't like fish with red sauce," so I made this for them instead--it's onions, garlic, celery, cannelini beans, green beans, peas, carrots, and potatoes in a fish stock. The cod was steamed on top of the soup and then topped with pesto.  Well, my parents said they liked it but I saw them looking longingly at everyone else's cod pomodoro!

liamsaunt writes: It is easy. I don't measure quantities because I have made it so many times.
Saute anchovies (I usually use 1-3, depending on who is eating) and minced cloves of garlic, plus olives and capers (and caperberries if I have them), in olive oil until cooked. Add about 1 tsp. or so of red pepper flakes and cook a little longer. Dump in a big can of tomatoes, if whole, I crush them with my hands before adding. Simmer about 20 minutes. Taste, and add salt and cracked pepper to taste, plus a knob of butter if it needs mellowing out. Simmer 10 more minutes and then add the fish, cover and cook until fish is done.
